Resident Technical Officer, Dunearn Road Condo
Job Summary
We are seeking a dedicated and technically proficient Resident Technical Officer (RTO). The Resident Technical Officer (RTO) will be stationed full-time on site to supervise and monitor the construction and redevelopment of high-end residential development comprising 2 Blocks of 19-Storey and 3 Blocks of 10-Storey residential building with 1 Basement carpark, swimming pool and communal facilities. The RTO will ensure all works are carried out in compliance with the project specifications, approved drawings, Building Control Act and Regulations, and relevant statutory requirements.
As part of the duties, RTO may be required to travel outside of Singapore to carry out inspections of Prefabricated Bathroom Unit (PBU) fabrication, Precast Elements fabrication and fit out works for the project. Such travel will be undertaken in coordination with the main contractor and only when the scope of work necessitates physical inspection. RTO is expected to be available and prepared for such assignments as part of their employment obligations.
Job Description
1. Site Supervision & Quality Assurance
• Carry out full-time site supervision and inspection of all architectural, structural, and M&E works.
• Ensure workmanship and materials used are in accordance with contract drawings, specifications, and regulatory requirements.
• Monitor and report on construction progress, and ensure timelines are met.
• Identify and report any discrepancies or non-conformance to the QP and contractor.
2. Compliance and Safety Monitoring
• Ensure all works comply with Workplace Safety and Health (WSH) regulations and Environmental, Health, and Safety (EHS) requirements.
• Conduct regular safety checks and ensure compliance with BCA, URA, SCDF, NEA, and PUB standards.
• Assist in the implementation of Quality Assurance/Quality Control (QA/QC) plans on-site.
3. Coordination and Reporting
• Liaise with consultants, contractors, sub-contractors, and suppliers on technical matters.
• Attend site meetings, technical coordination meetings, and inspections with relevant authorities.
• Maintain proper site records including daily site reports, material delivery records, RFI, inspection checklists, etc.
• Assist in reviewing method statements, shop drawings, and material submissions.
4. Specific Project Requirements
• Oversee integration of residential and non-residential retail components, ensuring MEP services, access, and fire safety systems are properly coordinated as per approved strata demarcation.
• Monitor compliance with Green Mark and sustainability requirements (if applicable).
• Ensure construction adheres to universal design and accessibility standards
Key Qualification
- Diploma in Civil, Structural, Architectural, Mechanical, or Electrical Engineering from a recognized polytechnic or equivalent.
- Recognized certification as Resident Technical Officer (RTO) registered with BCA under the Accreditation Framework.
- Minimum 5 years’ relevant site supervision experience in building construction projects for residential development is a must.
- Prior experience in mixed-use or integrated projects is highly preferred.
- Strong knowledge of local building codes and regulations.
- Good understanding of architectural, structural, and M&E drawings.
- Able to identify construction risks and recommend solutions promptly.
- Proficient in Microsoft Office, AutoCAD, and other relevant software.
- Excellent communication and interpersonal skills.
