Job Summary

As a Senior Procurement Executive, you will play a pivotal role in supporting the Group Operations in managing procurement processes and ensuring efficient contract management. Your expertise will identify potential cost-saving measures, streamline procurement activities, and enhance overall efficiency. With a focus on cost management and process improvement, you will contribute to the strategic goals of the organization while maintaining high standards of service delivery.

Job Description

Group Operations Support

  • Provide Group Operations support to the Centre Management Office (CMO) in their daily operations for retail and commercial properties.
  • Liaise and work closely with key term contractors appointed at the group level to manage their performance and ensure services are rendered according to the contract.
  • Explore new initiatives to drive sustainable operations by leveraging new technologies.

Procurement and Contract Management

  • Independently conduct tender processes, encompassing pre-qualification, invitations, briefings, clarifications, issuing addendums, final contract awards, and preparing Letters of Acceptance and Contract Agreement templates for CMO adoption.
  • Review and negotiate contract agreements, analysing potential risks in contractors' proposed changes to contract clauses or terms and conditions.
  • Manage term and ad hoc purchases at the group level, including drafting technical specifications, sourcing quotations, negotiating costs, evaluating quotations, and preparing recommendation memos for purchase awards.
  • Monitor and update the list of term contracts to ensure timely renewals and track award statuses from the procurement portal (SAP).
  • Conduct Vendor Performance Evaluations annually, compile submissions, and provide summaries to the AVP, Procurement & Contracts, for review.
  • Review and update Standard Operating Procedures for compliance by the CMO.
  • Review and update standard forms, templates, and tender documents as required.
  • Maintain accurate records of procurement activities.
  • Prepare and present reports on procurement activities and performance.

Process Improvement and Cost Management

  • Review current service specifications and suggest modifications to simplify processes without compromising quality.
  • Evaluate the frequency of services and recommend adjustments for more efficient operations.
  • Identify potential cost-saving measures that can be implemented without affecting service delivery.
  • Propose process improvements to enhance overall efficiency and effectiveness.

Audit and Budget Support

  • Support the AVP, Procurement & Contracts, by guiding the CMO in their audit schedules, performing pre-audit checks, and conducting post-audit briefings.
  • Assist in yearly Opex and Capex budget forecasts for property maintenance. Reach out to vendors/market to acquire market sensing for budget global assumptions.
  • Prepare reports and statistics for management review.
     

Key Qualification

Educational Background:

  • Degree/Diploma in Supply Chain Management, Business Administration, Project and Facility Management, Building/Material Engineering, or a related field.
  • Additional CIPS Diploma (Chartered Institute of Procurement & Supply) certification is advantageous.

Experience:

  • Preferably at least 3 years of relevant experience in procurement, in the real estate or property management industry.
  • Experience in facilities management, quantity surveying, or involvement in Addition and Alteration (A&A) work tenders.
  • Proven track record in managing high-value procurement projects and supplier negotiations.
  • Experience with energy procurement or eProcurement systems is advantageous.

Skills:

  • Strong analytical and negotiation skills.
  • Proficiency in procurement software and tools, including MS Word, PowerPoint, Excel & Pivot and experience in SAP & Ariba is advantageous.
  • Excellent writing skills for preparing approval papers, ensuring clarity, accuracy, and persuasiveness in documentation.
  • Excellent communication and interpersonal skills.
  • Meticulous, resourceful, and proactive in driving cost management.
  • Ability to work independently and as part of a team.
