Job Summary

Ensure smooth execution of daily operations of Property Services Department and ensure that department’s SOPs are properly adhered to, and maintain trust and rapport with SPs through consistency in service standards.

Job Description

A)    Handing over of units
•    Develop quality standards and procedures for handovers / home collection 
•    Oversee and collaborate with team members to plan, schedule, and carry out pre-inspections of internal units and common areas to ensure that they are ready before serving Notice of Vacant Possession (NVP) to purchasers. Depending on the number of units in the development, NVP shall be served within 4 to 6-weeks’ timeframe
•    Ensure all NVP documents are complete, accurate and timely submitted to external legal firm for serving of NVP to purchasers
•    Ensure timely completion of all pre-home collection processes and smooth execution of home collections
•    Ensure the readiness of the “Novade Track” application on the Defects Management system and that proper training is carried for all relevant personnel (Main contractor, Resident Engineers, and Resident Technical Officers) within 5 months prior to TOP
•    Supervise, co-ordinate and report on all internal unit defects’ submissions and rectifications
•    Conduct periodic e-surveys during the Defects Liability Period (DLP) for all units to identify and address any shortfalls of products and services with the team (Project team, Architects, Main Contractors, and Managing Agents)
•    Ensure Property Services team delivers quality customer service to all stakeholders including addressing feedback from subsidiary proprietor / MCST in a timely manner

 

B)    Common areas management
•    Set-up the common properties and facilities prior to the issuance of Temporary Occupation Period (TOP) by BCA
•    Appoint and supervise the service performance of Managing Agents and ensure that it is up to standard
•    Prepare, submit, and obtain timely clearance from BCA for the setting up and collection of Maintenance Fund
•    Manage the common area / property defects and rectification with the appointed Managing Agent such that they are always in good repair
•    Develop recommendations for service quality improvements from data analytics    
•    Conduct research based on customer feedback and user experience
•    Evaluate the services provided by third parties against contractual terms and scope of work          
•    Convene 1st AGM, handover to the incoming management council as well as address and resolve all MCSTs’ claims
•    Ensure WSH policies and Business Continuity Plans are adhered to for all projects and that all relevant reports are timely submitted to the project team on a quarterly basis 

 

C)    Project Management (Control) Scope (Support project planning and drive continuous improvement)
•     Support the preparation of strata title subdivision strategy , common area management and design, as well as maintenance and operations standards
•     Prepare and manage quality assurance and control standards
•     Identify and update on relevant regulatory and legislative prerequisites in preparation for project execution
•     Conduct research on latest developments in the Built Environment, costs, trends and technologies
•     Assess the viability of proposed continuous improvement initiatives to improve time, cost and quality management
•     Implement risk management plans and risk controls in alignment with organisation's risk management framework
